As early as the late 1950s, the all-male IOC membership was debating gender equity, predominantly with regard to participation, though acknowledgment of the IOC’s all male leadership was noted at IOC Sessions. A commission responsible for reviewing the place of women in the Olympic Programme was established in 1967. See Pape (2020) for analysis of such actions by the IOC between the 1960s-1980s.
