The very first time the subject of women’s sport was brought up within the Council of Europe in 1963, shortly after the creation of the Committee for out-of-school education that was responsible for sport matters, it was in a reactionary and quite macho fashion. The French delegation submitted a memorandum on the ‘problems’ of women’s sport that it wanted to have discussed by the member countries. Acting on the assumption that women’s sport had considerably developed in the previous decades, it complained about the fact that it had too often been viewed in relation to men’s sport and not in its own right. The Head of Committee wishes a special conference to be held the following year, though it was not until 1967 that action occured (p275). See 1967.
